Bring back Host Rank to enable filtering out unreliable sources

Host Rank allowed for filtering out sources with a low score. Without it, offensive, inappropriate, and fake sources creep into the News query results. The current mechanism of submitting individual source complaints is ineffective.

    Shouldn't we filter out inappropriate sources right from the start, rather than getting complaints from customers who didn't know to use "Host Rank"?

    Jaysen, that would be great too, but we'd need a way still put priority for the WSJ/NYT/Post over some extreme far-left/right blog.  Even if that blog isn't "inappropriate", which frequently they are, it should not be returned with the same relevancy score. Without a way to sort by host rank, garbage comes up to the top, making the corpus look like it's poor quality.

    Evn some sort of configuration that allows a customer to specify a list of 'preferred sources' would be a step in the right direction - I have an upcoming use case that wants to be quite restrictive on news sources, but exceeds the filtering capability.
